ISP and residential products both claim a consumer ISP origin. They are not the same product. One sells a stable address. The other sells a pool that changes. Buyers who treat the words as synonyms end up rotating in the middle of a login.

01What an ISP proxy is
An ISP proxy is a residential-origin IP that stays put. The address is usually dedicated to your account for the term. The ASN still looks like a consumer provider. Routing often lives in an ISP datacenter or on a dedicated circuit rather than in a peer app on a home router.
That combination is why vendors also call them static residential. The origin is household. The behavior is static. The allocation is often dedicated. When a listing omits those fields, ask. Do not guess.
You buy this when the destination accepts household ranges and still keys a session to one address. Long logins, ad accounts, storefront QA, and some payment-wall checks belong here. You are renting a reputation that can accumulate. Treat the address well. Other people will not be exiting through it if the product is truly dedicated.
ISP IPs are a weak fit for huge URL lists. You do not have thousands of household addresses. You have one, or a small handful. Rotation is not the feature.
02What rotating residential is
Rotating residential is a shared pool of household IPs. The gateway hands you a new exit on a timer or on each request. Sticky mode can hold one IP for minutes. That hold is still a pool feature. It is not a dedicated circuit.
You buy this when you need many household addresses. Scraping protected listing pages is the usual job. Geo sampling across a country is another. The pool gives you scale. It takes away a stable reputation. Someone else used the IP this morning.

03Who each type fits
Pick ISP when the flow breaks if the IP changes. Pick rotating residential when the flow improves if the IP changes. That sentence is the whole decision.
A team that does both should buy both. Use ISP addresses for the logged-in path. Use the pool for discovery. Putting discovery on the ISP address is how you burn the asset you wanted to keep clean.
Mobile is a third origin. Carrier CGNAT looks like a phone, not like home broadband. If the target cares about that distinction, neither ISP nor rotating residential is the right substitute. See mobile proxies.
Country still matters. A static German ISP IP will not show a US storefront. A rotating US residential IP will not finish a German checkout flow. Settle geo on proxies by country after you settle behavior.
04What to verify on either product
Verify origin. A geo lookup should show a consumer ISP, not a cloud host. Use My IP. If the ASN is hosting, you bought datacenter with extra copy.
Verify behavior. Log the exit IP at the start and at the end of a thirty minute flow. ISP should match. Rotating should change unless you set sticky. Sticky should match until the hold expires.
Verify allocation if you paid for dedicated. Shared ISP is a different product. Other customers can still sit on the address.
Verify sourcing. Peer pools and ISP partnerships are different legal stories. You want the story in writing.
Verify the real target, not only an echo page. Then keep a spare plan. Static IPs get listed. Pools drift. The proxy checker is the first hop. The target URL is the last.
